US driving licence in Spain: no exchange, so here is the DGT exam route
Reviewed on 11 October 2026 · sources: DGT, BOE
Short answer. No US state licence can be exchanged in Spain under an exchange agreement. The USA is not on the DGT list of countries with an exchange agreement (updated 26 June 2026), and the list does not include any individual state. A US driver's license lets you drive in Spain for six months at most: from your entry if you are visiting, or from the day you become a legal resident. After that, residents need a Spanish licence, which means passing the DGT theory test, which you can take in English, and the practical road test. The only exception is the exchange route for professional drivers resident in Spain (six months employed as a professional driver plus a road test, RGCond art. 22.1.b).
Legal basis: Reglamento General de Conductores, article 21 and the DGT list of exchange agreements (Spanish). 76,180 people born in the USA lived in Spain on 1 January 2025 (INE).
Driving in Spain on a US licence
Visitors can drive on a valid US licence for up to six months from their regular entry into Spain, as long as they are at least 18 for a car. A US licence is in English, so carry it with an International Driving Permit or an official Spanish translation, plus your passport. The DGT recommends getting the International Driving Permit in your home country before you travel. It is valid for one year and works only together with your own licence.
Residents (for example on a non-lucrative, digital-nomad, work or family visa) can use the US licence for six months counted from the day they acquire normal residence. When those six months end, the US licence is no longer valid for driving in Spain (article 21.3), even if it is still valid at home and even with an International Driving Permit. Renting a car does not change the licence rule.
Why there is no exchange for Americans
Spain exchanges licences without a test only with EU and EEA countries and 33 countries that have an agreement, including the United Kingdom, Japan, South Korea, New Zealand and most of Latin America. Canada, Australia and the USA are not on the list. The DGT also states that, even for agreement countries, a licence obtained after becoming resident in Spain cannot be exchanged, so getting a new licence back home would not help either. See the full country list.
Getting a Spanish licence: the steps
- Residence card (TIE). Foreigners can apply once they have normal residence in Spain, or a study stay of at least six months (RGCond art. 7).
- Medical report from a Centro de Reconocimiento de Conductores, which checks eyesight, hearing and the other fitness requirements of the regulation (RGCond annex IV). Valid for 90 days.
- Driving school or on your own. An autoescuela files the application and provides the dual-control car for the road test. Studying theory on your own (por libre) is allowed; you then apply at a traffic office or through the DGT electronic registry.
- Fee 2.1: 94.05 EUR to the DGT (checked 11 October 2026). Two attempts are included.
- Theory test in English. 30 questions on a computer, one minute each; you pass with 3 errors or fewer (RGCond annex VI.B).
- Road test in normal traffic with a DGT examiner, in a dual-control car with an instructor beside you (RGCond art. 55).
- Provisional licence valid in Spain only for three months; the card arrives by post in about six weeks. Passed tests stay valid for two years.
Rules that surprise US drivers
The theory test checks Spanish rules, and some of them differ from what you know at home:
- No right turn on red. A steady red light prohibits passing the light (RGC annex I, 4.2), and the rule has no general exception for turning right.
- Priority to the right. At a junction without signs or lights you give way to vehicles coming from your right (RGC art. 57).
- Roundabouts. Vehicles already on the roundabout have priority over those entering (also article 57).
- Speeds in km/h. For cars: 120 km/h on autopistas and autovías, 90 km/h on conventional roads (RGC art. 48).
- Steady amber means stop unless you are too close to stop safely.
Mistakes Americans make
- Assuming your state has a deal. Spain's list names no US state, so no state licence can be exchanged.
- Treating the International Driving Permit as a licence. It is a translation that travels with your US licence; it does not extend the six months.
- Leaving it too late. Booking theory and road tests takes time, so start studying early in your first six months of residence.
- Studying US-style rules. Practise with Spanish rules and Spanish road signs, not a generic English test.
Frequently asked questions
Can I exchange my US driver's license in Spain?
No. The USA has no licence exchange agreement with Spain, and no US state is on the DGT list. Residents must pass the DGT theory and practical tests.
How long can I drive in Spain with a US license?
Up to six months: from your entry into Spain if you are a visitor, or from the day you become a resident. You should carry an International Driving Permit or an official translation.
Can I take the Spanish driving theory test in English?
Yes. For the car licence (permiso B) the DGT offers the theory test in English, as well as Spanish, the co-official languages, French and German.
Do I need an International Driving Permit in Spain?
The DGT recommends it for drivers from outside the EU. It is valid for one year and must be carried with your US licence and passport; an official Spanish translation of your licence is the alternative.
How much does it cost to get a Spanish licence?
The DGT fee is 94.05 EUR for two attempts. The medical report and driving school lessons are paid separately.
Is the road test in English?
The DGT form Mod. 04 lists language options for the theory test only. Ask your driving school how the examiner will give instructions in your province.
