DGT changes from 1 October 2026: what changes in the rules and what in the exam

Royal Decree 518/2026 has been in force since 1 October 2026. It amends the Reglamento General de Circulación (the Spanish general traffic regulation) to protect vulnerable road users better. This page keeps three things apart: what the law says, what the DGT has said about the exam, and what is still unknown.

Checked on 11 October 2026. Traffic rules changed: yes, with effect from 1 October 2026 in the consolidated BOE text. Changes to the exam questions announced by the DGT because of this reform: none found. Also in force: the connected V-16 light since 1 January 2026 and the sign catalogue of Royal Decree 465/2025 since 1 July 2025.

In short

  • The law has changed. 24 articles of the regulation change, one paragraph of annex I changes, and a new title (articles 151 to 158) is added.
  • On the exam, the DGT has announced nothing tied to this reform. Its notes on the reform do not mention the theory exam or the question bank. Separately, in October 2025 the DGT announced a risk-perception video for the exam; we found no notice that it already applies.
  • What we do not know: when the new rules will reach the real exam questions. The DGT has not said.
  • Other rules already in force: since 1 January 2026, only the connected V-16 light is valid for signalling an immobilised vehicle; since 1 July 2025, road signs follow the catalogue of Royal Decree 465/2025.

What changes in the law

The changes most likely to affect you as a car driver. Articles are from the Reglamento General de Circulación (RGC) unless stated otherwise. The exact text is on the BOE.

In addition, the new title VI (arts. 151 to 158) sets, among other things, that a motor vehicle keeps at least 5 metres behind a cyclist in the same lane, that pavements are for pedestrians unless a local ordinance says otherwise, and that PMVs have a minimum age of 15. PMVs carry their lights on at all times; in daytime, from 1 October 2027 (transitional provision).

Overtaking cyclists

With cyclists, three numbers: 1.5 metres of clearance, a complete lane change if there is more than one lane in your direction and, outside built-up areas, 20 km/h below the road limit before and during the manoeuvre. You also may not overtake if you obstruct people coming the other way, even if they are on the shoulder. More in topic 23.

Electric scooters (PMVs)

Minimum age 15, banned on motorways, dual carriageways and through roads, and a helmet and a luminous or reflective element at night on all roads. More in topic 30.

What the DGT has said about the exam

  • DGT notes on the reform of 24 September and 30 September 2026: they talk about the new rules. Neither mentions the theory exam, the question bank, the manuals or driving schools.
  • DGT news item of October 2025 on the theory exam and risk perception: it announces a video of risk situations. It says the test keeps its structure (30 questions with three options) and that the time is extended according to the length of the video.
  • DGT note on the road sign catalogue (10 June 2025): new content would not enter the exams immediately, with a minimum period of three months. It is a precedent from another rule, not an announcement for this reform.
  • The DGT's exam news section has no entries after October 2025 (checked on 6 October 2026).
  • DGT press notes of 1 to 8 October 2026 (September road-death figures, a distraction campaign, a motorcycle safety conference, the Pilar holiday traffic plan): none is about the theory exam (read on 11 October 2026).

Rumours versus sources

  • "The exam changes on 1 October." Several outlets (Infobae, Telecinco, elEconomista, between the end of August and the start of September) quote the DGT saying that for now everything stays the same: 30 questions, 30 minutes and 3 errors, with no open-answer questions or videos on that date. These are secondary sources; we did not find that text in a DGT publication.
  • "New questions will arrive with the new rules." Some test sites take it for granted. We found no DGT source that says so.
  • "The exam will have a video." The DGT did announce it in October 2025; we have not seen a notice that it already applies.

What we do not know

  • When the real questions will include the new rules. For the 2025 sign catalogue the DGT spoke of a minimum period of three months; for this reform there is no announcement and we do not know whether the same period will apply.
  • Whether the exam asks about the new title on cyclists and PMVs (arts. 151 to 158). There is no official confirmation.
  • Whether the postponed "approved" helmet requirement affects only mopeds, as the BOE's transitional provision says, or also motorcycles, as a DGT press note seems to suggest. The BOE names only mopeds.

Risk-perception videos

The DGT announced in October 2025 that the exam will include a video of risk situations and that the Reglamento General de Conductores already provides for videos before the questions. The initial forecast was the last quarter of 2025. As of 11 October 2026 we found no DGT notice saying the video already applies. So we do not know when it will apply. The exam we describe in DGT practice test is the 30-question, one-image-per-question paper we observed in the DGT simulator.

Other rules in force: V-16 and road signs

The 1 October reform is not the only new thing. These two rules already apply and are part of the permiso B topics.

The connected V-16 light, since 1 January 2026

If your car is immobilised on the carriageway after an accident or a breakdown, the regulatory hazard warning device is the connected V-16 light. Until 1 January 2026, warning triangles and non-connected V-16 lights could still be used; since that date they no longer count as a V-16.

  • It is an amber ("amarillo auto") light, visible through 360 degrees, placed on the highest possible point of the vehicle.
  • It reports when it is switched on, when it is switched off and where it is to the national traffic information access point. The DGT lists the valid models at dgt.es/v16.
  • As well as the V-16, switch on the hazard warning lights and, where needed, the side lights. If you cannot drive on, get out on the side away from the traffic when there is a safe place off the road; if there is not, stay inside with your seat belt fastened (RGC, art. 130).

The Royal Decree 465/2025 sign catalogue, since 1 July 2025

Royal Decree 465/2025, of 10 June (BOE-A-2025-12199), published on 17 June 2025, amends annex I of the Reglamento General de Circulación and approves the new official catalogue of road signs and markings. It has been in force since 1 July 2025.

  • Signs already installed may stay until they are renewed because of their condition. Signs that were removed from the catalogue had to be taken down within one year, that is, before 1 July 2026 (single transitional provision).
  • For the exams, the DGT said in June 2025 that new content would not enter immediately, with a minimum period of three months (note of 10 June 2025, linked above).

How we handle this in DrivingLingo

Until the DGT says when the bank changes, the real exam may still ask the previous rule. 2026 changes

What changes in the rules on 1 October 2026?

Among other changes: a minimum age of 15 for e-scooters (PMVs); homologated helmet, gloves on interurban roads and closed footwear on all roads for motorcyclists; an emergency lane in motorway and dual-carriageway jams; more space and lower speed when overtaking cyclists; and 5 metres behind a cyclist in the same lane. Will there be a risk-perception video in the exam?

In October 2025 the DGT announced the idea of including a video of risk situations, keeping 30 questions with three options and extending the time by the length of the video. The regulation already allows videos before the questions. As of 6 October 2026 we have found no DGT notice saying it is already applied.

Do the new road signs appear in the exam?

The current official catalogue is the one in Royal Decree 465/2025. The DGT said new content would not enter the exams immediately, with a minimum window of three months after entry into force (1 July 2025). The DGT does not publish which specific questions are asked.

When do the changes of a new regulation enter the exam?

With Royal Decree 465/2025 the DGT set a minimum of three months after entry into force before including the new content. For Royal Decree 518/2026 we have found no equivalent notice. Applying the same criterion it would not be before January 2027, but this is an inference, not a DGT statement.

How do you overtake a cyclist now?

With the reform, when overtaking cyclists, mopeds and PMVs you must leave at least 1.5 metres and, outside built-up areas, drive at least 20 km/h below the road limit before and during the manoeuvre. With more than one lane per direction, overtaking requires a full lane change.

Are old practice tests still useful for studying?

Only if they reflect the rule in force. After the reform some rules are no longer what they were, such as the distance and speed when overtaking cyclists. Check that each question names the article it is based on and that the article is in its current version.
