What it means
«Peligro por la proximidad de un lugar o tramo con elevado tránsito de peatones.» RD 465/2025, Annex I of the RGC (BOE-A-2025-12199), Spanish original.
It warns of a place with a lot of people on foot. The triangle says «there are often people here», not «there is a crossing here».
Where you meet it
It is placed before the place with many pedestrians, with no crossing necessarily present. Article 46 does not ask whose priority it is, but whether it is reasonable to foresee that someone will step into the road; with elderly people, children or blind people that foresight is compulsory (RGC art. 46.1.a).
What you must do
Moderate your speed. The sign neither gives you priority nor takes it from anyone: that is shared out by article 65, which gives the pedestrian priority at a marked crossing, when you turn into another road even without a painted crossing, and when you cross a shoulder on which they walk (RGC art. 65.1).
Details that count
Article 46.a requires you to moderate your speed when there are pedestrians on the part of the road you are using, or when their sudden entry can reasonably be foreseen: they need not already be on the carriageway nor must there be a marked crossing. And where there is no pedestrian zone, the shoulder takes its place: a vehicle crossing it must give way to the pedestrian just as if it were a pavement (RGC art. 65.1.c).
What it is confused with
It is confused with P-20a, which warns of specific crossings, and with P-21a, «Children», which marks a place frequented by children. Same family, similar figures of people, different warnings: P-20b is about pedestrians in general; P-20a about crossings; P-21a about a place where a child may appear.
