What it means

The sign indicates the location of a pedestrian crossing. It does not warn of a danger: it locates the crossing, which is why it is an information sign and not a triangle.
Where you meet it
You see it beside the pedestrian crossing itself. If a distance panel sits below it, such as «150 m», under an information sign it usually states the distance to the place indicated (RGC art. 137). The same drawing changes its role with its shape: in a blue square it locates the crossing, in a red triangle it announces people.
What you must do
At a marked pedestrian crossing, give way to the pedestrian: they have priority from the moment they step on the crossing, not only on reaching the middle of the carriageway, and the horn or slowing down does not replace that duty (RGC art. 65.1.a). Inside a pedestrian zone, an authorised vehicle crossing by the designated passage must let pedestrians pass, whatever their age (RGC art. 65.2).
Details that count
Pedestrian priority does not depend on there being a marked crossing. When you turn into another road, it is enough that pedestrians are crossing that road (RGC art. 65.1.b). Where there is no pedestrian zone, the shoulder takes its place: a vehicle crossing it must give way (RGC art. 65.1.c). And school lines and organised processions have priority even when they cross away from a crossing (RGC art. 65.3.b).
What it is confused with
It is confused with P-20a, «Pedestrian crossing», which warns of the approach of one or more crossings. S-13, blue and informative, says «the crossing is here»; P-20a, the warning triangle, says «there is a crossing ahead».
