What it means

The sign bans access to motor vehicles. The legal definition matters: under Annex I of the consolidated traffic law, a motor vehicle does not include mopeds (TRLSV Annex I, def. 12).
Where you meet it
You see it at the entrance to a road closed to motor vehicles. It is a no-entry sign, in the same class as R-101: it closes the way to a category of users.
What you must do
Do not enter with a motor vehicle. A bicycle is not a motor vehicle, so the sign does not affect it; a moped does not fit that legal definition either, and it has its own sign, R-105 (RGC art. 145.2.b).
Details that count
Like every no-entry sign, the law limits its effect to whoever meets it head-on, in the direction of their own travel, and from the place where it stands, not before (RGC arts. 145.2.b and 145.4). If a panel with the word EXCEPT sits below, the sign applies to everyone but what the panel names (RGC Annex I, section 5, §2.3 and panel S-880). The official name says «motor vehicles», and the legal definition in Annex I of the consolidated traffic law is what decides who counts as one (TRLSV Annex I, def. 12).
What it is confused with
It is confused with R-101 and R-105. R-101 bans access to every kind of vehicle, bicycles included; R-102 only to motor vehicles; R-105 to mopeds and to vehicles for persons with reduced mobility. Three no-entry signs, three different categories.
