What it means

The sign indicates the place where parking of vehicles is authorised. It is an information sign: it tells you that you may park there, and obliges you to nothing. An inscription or symbol for certain classes of vehicles shows that parking is reserved for those classes.
Where you meet it
You see it at the place provided for parking. If it carries an inscription with time, it limits the duration of parking to the time stated, according to the official text.
What you must do
Look for a symbol or inscription: a symbol for a class of vehicle reserves the space for that class, and a time indication limits how long you may stay. Without them, parking is authorised at the place the sign marks.
Details that count
Parking is leaving a vehicle immobilised; stopping is a brief halt to get on or off. The regulation distinguishes three figures: the halt, imposed by traffic or a rule; the stop, a voluntary immobilisation of under two minutes without leaving the vehicle; and parking, any other (TRLSV Annex I, concepts 80 to 82). S-17 speaks of the third. It is neither a prohibition nor a mandatory sign: it informs you that parking is authorised at that place (RGC art. 146.2.a).
What it is confused with
It is confused with R-308, «No parking», and with R-309, «Limited parking zone». S-17 authorises parking; R-308 bans it on the side where it stands; R-309 delimits a zone of limited duration and obliges you to show the start time. Information versus prohibition versus limitation.
