What it means

The sign bans parking on the side of the carriageway where it is placed. The official text is explicit: it does not ban stopping. Unless otherwise indicated, it begins at the vertical of the sign and ends at the nearest junction in the direction of travel.
Where you meet it
You see it at the edge of the carriageway and it affects only the side where it is placed. If a panel with a timetable sits below it, for example «8 to 20 h», the ban is limited to that timetable and does not apply outside it (RGC art. 137.2).
What you must do
Do not leave your vehicle immobilised on that side. You may halt briefly to pick up or drop off people. The regulation distinguishes three figures: the halt, imposed by traffic or a rule; the stop, a voluntary immobilisation of under two minutes without leaving the vehicle; and parking, any other (TRLSV Annex I, concepts 80-82).
Details that count
Supplementary panels change the scope. A panel with a timetable limits the ban in time and outside those hours it does not apply (RGC art. 137.2). And if the panel says EXCEPT, it reverses the scope: the sign applies to everyone but what the panel names (RGC Annex I, section 5, vertical-sign catalogue, §2.3 and panel S-880). Always read the panel before answering.
What it is confused with
It is confused with R-307, «No stopping or parking». With R-308 you may stop to pick up or drop off someone; with R-307, you may not. Waiting 90 seconds at a red light, inside the vehicle, is a halt imposed by traffic and breaches neither sign.
