Moving to Spain with an EU or EEA driving licence

Reviewed on 12 October 2026 · sources: BOE, DGT

A qualifying EU or EEA driving licence does not fall under the general six-month foreign-licence rule. Article 15 of the Reglamento General de Conductores recognises licences issued under the relevant European rules on the conditions of issue, while requiring the age applicable to the equivalent Spanish licence. It also contains restrictions and resident-renewal rules, so “valid forever without checking anything” is not a safe summary.

This page is for a person moving to Spain with an existing EU/EEA document. It separates continued validity, registration, exchange and renewal. Those words describe different decisions; choosing the correct one is more useful than starting with a general appointment request.

Check the licence itself first

Read the issuing authority, permitted categories, validity information and any restriction codes. The fact that a card was issued in Europe is not enough to classify it as an EU/EEA licence. Use the DGT's moving to Spain from the European Union guidance to identify the appropriate administrative service.

Article 15 excludes licences that are restricted, suspended or withdrawn in the relevant states or Spain. It also prevents a licence obtained in another such state from bypassing the specified Spanish withdrawal, suspension or invalidity of a previous licence. A later card is therefore not automatically a solution to a previous adverse decision.

Where your document has several categories or its history includes an exchange from another country, present that full history to the DGT. This guide does not make a blanket equivalence decision for every unusual document. A clear copy of both sides and the issuing details helps you ask a precise question.

Residence changes the framework you follow

Once you acquire normal residence in Spain, article 15.4 subjects you to Spanish rules on validity periods, psychophysical fitness controls and the points system. The residence concept is defined in the second additional provision; it is not simply a synonym for a holiday address.

For a licence with no fixed validity period, article 15.4 expressly requires renewal after two years from establishing normal residence in Spain, so that Spain's validity periods can be applied. If your document has an unusually long period rather than no expiry at all, seek the DGT's specific renewal instructions for that document. Do not infer from its printed date alone that there is nothing to do after moving.

For Spanish B licences, article 12.2–3 sets the ordinary validity period at ten years before age 65 and five years from that age, with possible shorter periods for a relevant condition that may worsen. These are renewal-period rules, not a claim that every newcomer immediately receives a replacement licence.

Registration and exchange are separate choices

Article 16 allows a holder who has acquired normal residence in Spain to request voluntary recording of the licence details in the Spanish driver register. Recording details is conceptually different from receiving a Spanish replacement document.

Article 18 allows the holder of a valid EU/EEA licence who has established normal residence to request an equivalent Spanish licence through exchange. The traffic office checks authenticity, validity and current status as appropriate before granting or refusing the application. Describing exchange as voluntary does not remove a renewal duty that applies separately to your situation.

When contacting the DGT, state which outcome you want: record the existing licence, exchange a still-valid document, or renew because a deadline applies. If you are unsure, describe the document and dates first. That is more informative than using “canje” to mean every licence-related transaction.

Make a move-to-Spain checklist

Keep three dates together: when normal residence was established, when the relevant licence category expires, and when you plan to contact the DGT. Add any restrictions or previous licence decisions that may affect the case. This is a personal planning aid rather than an official document list.

Use the DGT's EU/EEA renewal service for the current process. Read the service's own list before arranging an appointment or a report. For adapting your road knowledge after the move, browse our English rules library, which serves a different purpose from licence administration.

Frequently asked questions

Must every EU licence be exchanged within six months?

No. Article 15 provides a separate framework for qualifying EU/EEA licences. The general six-month explanation for other foreign permissions should not be applied to this group.

Is an indefinite licence exempt from renewal after moving?

No. Article 15.4 specifically requires renewal after two years from establishing normal residence in Spain for a licence without a fixed validity period.

Is voluntary registration the same as an exchange?

No. Article 16 concerns recording licence details, while article 18 concerns requesting an equivalent Spanish licence. Decide which service corresponds to your purpose.

Can a valid EU/EEA licence be exchanged voluntarily?

Article 18 permits a holder who has established normal residence in Spain to request an exchange. The office still checks the relevant licence details and decides the application.

Can I rely only on the expiry date printed on my card?

No. Article 15 includes age, restriction and resident rules as well as recognition of the issuing conditions. Raise any indefinite or unusually long validity period with the DGT when planning the move.

Does moving to Spain mean I must start car theory again?

It does not automatically create a requirement to obtain a new B licence through the beginner test route. First establish how your existing document is recognised and which registration, exchange or renewal procedure applies.
