Apply for Spain’s theory test without a driving school

Reviewed on 14 October 2026 · sources: DGT, BOE

Reviewed on 14 October 2026. This guide covers applying independently for Spain’s category B theory test. DrivingLingo is an independent study app without DGT endorsement. Use the linked procedures and legislation to check your circumstances before paying.

What applying independently means

You can prepare for the theory test and submit the application yourself instead of having a driving school arrange it. The DGT accepts independent applications. Studying with DrivingLingo does not submit your application or book a test.

Before buying the fee, decide whether you need a new licence or already hold a foreign licence that remains valid or may be exchanged.

Eligibility

Category B has a minimum age of 18. The first theory sitting may take place up to three months before that birthday. Sources: General Driver Regulations, article 4.2 and article 51.2.

You must meet the medical fitness requirements and must not be subject to a judicial driving ban or administrative suspension or intervention. Existing EU/EEA licence holders must check their position before applying for another licence. Foreign applicants must establish normal residence in Spain or a study stay of at least six months. Source: article 7.1.

From medical report to application

  1. Check the route and your documents. Read the foreign-licence section first if you already hold a licence.
  2. Get a medical fitness report from an authorised driver assessment centre. It lasts 90 days from the day after issue, except once incorporated into an initiated licensing procedure. Submit it within that initial period; it does not automatically need replacing every 90 days during the same procedure. Source: Royal Decree 170/2010, article 15.4.
  3. Pay fee 2.1: €94.05. This is the licence testing fee. It excludes medical assessment, tuition and driving lessons. Source: DGT, procedure cost.
  4. Submit the application and keep its receipt. The DGT procedure lists the documents and submission routes.
  5. Wait for processing confirmation and follow the traffic office’s instructions for your test notification. Online submission does not assign a date automatically. The DGT emails confirmation when it processes the application and does not guarantee a processing time. Sources: DGT, electronic submission and article 51.1, scheduling.

Prepare your document folder

The DGT application procedure requires the signed aptitude-test application form, medical fitness report and proof of fee payment. You may instead pay by card at the office. The form includes declarations about driving entitlement and other licences: check your circumstances before signing.

For an office application, the DGT requires original, current identification documents and distinguishes these cases:

ApplicantDocuments listed by the DGT
General identificationSpanish identity card or passport.
EU citizenResidence authorisation; or home-country identity document or passport together with the certificate of registration in Spain’s Central Register of Foreign Nationals.
Non-EU citizenCurrent residence authorisation.

Office appointment and test date are different

An office appointment is for administrative attention. Book online or through 060. Booking is free, but the telephone call may be charged by your operator. If the website has no suitable slots, you can also enquire through 060. An office appointment does not guarantee a test date. Source: DGT, office appointments.

The test notification follows your application. The traffic office sets dates and allocates the exam centre within the province addressed in the application. Sources: articles 50 and 51.1 and DGT application procedure.

RouteWhat to arrange
OnlineAccess the electronic register with an electronic Spanish ID, valid electronic certificate or Cl@ve credentials; select the receiving traffic office, attach documents and fee details, and save the receipt.
In personBook office attention, bring documents and pay by card or provide a previously paid fee. Offices do not accept cash.
RepresentativeAuthorise them through the DGT powers-of-attorney register. For office submissions, the DGT also accepts its signed representation form. The booking must identify applicant and representative.

Foreign applicants: identification, residence and exchange

Is a NIE number enough?

Do not confuse an identification number with the required documentation. The application page requires the current documents above; it does not list a NIE number alone as a replacement for residence authorisation. If you have a foreign resident identity card (TIE), prepare the relevant residence documentation. Source: DGT, identity and residence documents.

Is the green EU registration certificate enough on its own?

For this route, the DGT lists a home-country identity document or passport together with the registration certificate. Prepare both. Source: DGT, EU applicant documents.

Must everyone wait six months after arriving?

The eligibility rule refers to normal residence or a study stay of at least six months. Normal residence is defined by habitual presence of at least 185 days per calendar year and personal or professional ties, with further qualifications and evidence of lawful stay. It is not simply a countdown from the issue date of your NIE. Sources: article 7.1.a and second additional provision.

The exam application page does not list municipal registration as a universal replacement for residence authorisation. Ask the traffic office which evidence is accepted in your circumstances rather than assuming municipal registration alone will qualify. Source: DGT, required documents.

What about an expired or lost TIE, a pending renewal or an asylum-applicant card?

The general procedure requires original, current documents and current residence authorisation for non-EU applicants. It does not settle every combination of temporary documents. Before paying for the medical report and fee, ask the traffic office about your exact document and supporting receipts. This guide does not guarantee that a police report, renewal receipt or particular card automatically replaces the listed documents. Source: DGT, office application.

Exchange or a new test?

  • EU/EEA licence: a valid licence may be used in Spain under the applicable conditions. Exchange of a current licence is voluntary; residence also brings specific validity and renewal rules. Moving to Spain does not automatically require exchange. Sources: DGT, European licences and articles 15 and 18.
  • Other foreign licence: check the issuing country, category and conditions in the DGT exchange selector. An agreement with that country does not establish that your particular licence qualifies. If exchange is unavailable, discuss obtaining a Spanish licence with the traffic office. Source: article 22.
  • Driving during the paperwork: for the third-country licences covered by the rule, the general driving-validity limit is six months after acquiring normal residence, subject to the statutory conditions and exceptions. This is not the fee’s expiry period or permission to keep driving until an exchange finishes. Source: article 21.2–3.

Your test notification

Check the place, date, time and instructions in your notification. The traffic office allocates the exam centre: article 50. Read about the test format in our theory-test guide.

If you cannot attend

Missing a scheduled test consumes the sitting unless an exceptional case is properly justified: article 51.2. For a force-majeure reason, follow the DGT test-notification cancellation procedure and provide evidence. Cancelling an office appointment does not itself cancel your test notification.

Failed tests, fees and deadlines

The DGT requires a new application and fee after two failed tests, whether failures occur in the same test or different tests. One theory failure plus one practical failure uses that allowance. Source: DGT, test allowance.

The statutory six-month rule concerns the interval between sittings in the same file, with justified exceptions. It is not a blanket rule that the fee expires six months after payment. Check the status of an old file or unused fee with the traffic office before paying again. Source: article 51.2.

After theory: the practical test

A passed test remains valid for two years from the following day. Passing the next test within that period restarts the period. Tests must be passed in sequence: article 53.1.

The category B practical requires the vehicle and accompanying person specified by the regulations, including dual controls with an instructor or person who provided training under the relevant requirements. Independent theory preparation does not allow you to take the practical in any car with a friend. Discuss driving lessons and practical-test arrangements with a school and the traffic office. Source: article 55 and annex VII.

Plan your study and budget

Ask for a separate quote for tuition, driving lessons and test presentation. Read the costs of getting a licence, explore the topics, and try the daily practice exam. Study materials do not replace your DGT application.

Common questions

Is an office appointment my theory-test date?

No. Office attention and the later test notification are separate. Sources: office appointments and test application.

Must I repeat the medical assessment after 90 days?

Not automatically once the report forms part of the initiated licensing procedure. Source: Royal Decree 170/2010, article 15.4.

Can DrivingLingo book my test?

No. DrivingLingo provides study material; the application and test notification belong to the DGT procedure.

Can someone submit the application for me?

Yes, with the representation arrangements required by the DGT. Its procedure explains online authorisation and the signed form available for office submissions. Source: DGT, representatives.

Does the fee expire six months after I pay?

The cited six-month rule concerns the interval between sittings in the same file, with justified exceptions. It does not establish that general fee-expiry rule. Check an unused fee or old file with the traffic office. Source: article 51.2.
