International Driving Permits in Spain: documents and limits

Reviewed on 12 October 2026 · sources: BOE, DGT

An International Driving Permit, often called an IDP, is not a way to extend a foreign licence's Spanish residence deadline. Spain's rules recognise specified international permit formats, but the conditions for using the relevant foreign permissions still apply. The controlling provision is article 21 of the Reglamento General de Conductores.

First distinguish two directions of travel. A visitor may be bringing an IDP issued abroad to use alongside their foreign licence in Spain. A resident may be asking the DGT for a Spanish-issued IDP for a trip elsewhere. Those are different situations, and the permit's issuing country matters.

Bringing an IDP to Spain

The DGT's foreign-licence guidance describes the IDP as a complementary document and advises carrying it with the national licence and passport. That practical instruction does not mean the IDP creates a driving entitlement independently of the underlying licence.

Article 21.1 recognises several document routes. These include national licences matching specified convention formats; national licences in Spanish or accompanied by an official translation; the specified international permit formats; and permissions recognised under applicable international agreements. Consequently, “every foreign visitor always needs an IDP” is broader than the provision. Check the route that fits the actual licence and travel circumstances.

If relying on an official translation, article 21 identifies authorised sources: sworn interpreters, Spanish consuls abroad, consuls in Spain of the issuing country, or a body authorised for that purpose. A personal translation is not what that provision describes. Before travelling, resolve which document route you intend to rely on instead of assembling unrelated papers at the last moment.

Residence limits still matter

For the foreign permissions in article 21, the licence must remain in force and the holder must meet Spain's minimum age for the equivalent permission. The general time limit is at most six months after acquiring normal residence in Spain, subject to a different rule where the relevant international agreement provides one.

If the holder does not demonstrate normal residence, the provision instead refers to no more than six months after lawful entry into Spain. These are not interchangeable starting points. Someone already subject to the residence-based limit should not substitute a recent return flight or the issue date of a new IDP for the residence date.

After the applicable article 21 period, the covered foreign permissions cease to authorise driving in Spain. A new IDP does not remove that consequence. Establish the route to a Spanish licence, including whether exchange is available for the actual case, through the foreign-licence guide. EU/EEA licences are governed separately by article 15, rather than this general six-month summary.

Obtaining an IDP from Spain

A Spanish-issued international permit is governed by articles 31 and 32. Article 31 provides a one-year validity period and authorises temporary driving in contracting states other than the state that issued it. A Spanish-issued IDP is therefore not the document to obtain as a workaround for driving entitlement inside Spain.

Article 32 requires normal residence in Spain and a valid national licence for the corresponding class. It also provides for an EU/EEA licence that has first been entered in the Spanish driver register. The applicant must not be deprived of the driving right by a court or subject to administrative suspension or intervention of the national licence.

Use the DGT's international permit application service to check the current documents and application channels. For an EU/EEA licence, the prior registration point is worth resolving before arranging the international permit application. We do not quote a processing time or suggest that a payment confirmation is itself an IDP.

Plan the trip around the actual destination

The DGT's driving abroad guidance recommends checking what is accepted in the destination before departure. An IDP should not be described as universally valid in every country, for every vehicle, regardless of local requirements. Keep the destination check separate from the question of whether the DGT can issue you the document.

As a planning exercise, write down the national licence expiry date, the IDP expiry date and the intended travel dates. Check that the relevant category appears correctly, and keep the accompanying documents together. This checklist is preparation advice, not a substitute for the destination's rules or the conditions of a rental agreement.

Frequently asked questions

Does a new IDP restart my six months in Spain?

No. Article 21 relates the general resident period to acquiring normal residence, not to the issue date of an international permit. A replacement document does not reset that legal starting point.

Can I carry just the IDP without my national licence?

The DGT describes it as complementary and advises using it with the national licence and passport. Treat the documents as a set rather than replacing the national licence with the booklet.

Must every non-EU licence holder obtain an IDP?

Article 21 recognises several document routes, including certain national formats and Spanish-language or officially translated licences. Determine which route applies instead of making a blanket rule for every visitor.

Can a Spanish-issued IDP be used to drive in Spain?

Article 31 excludes the issuing state from the temporary driving authorisation it describes. A Spanish-issued IDP is intended for use abroad, subject to the destination's rules.

Can an EU/EEA licence holder apply for an IDP in Spain?

Article 32 provides a route involving normal residence in Spain and prior registration of the EU/EEA licence, together with the other stated conditions. Check the DGT service before applying.

Does an IDP help me avoid the Spanish licence process after moving?

It does not override article 21's validity conditions. Establish your exchange or new-licence route while checking the actual residence deadline, rather than relying on the IDP's printed expiry date.
