What it means

It does not say that a level crossing is approaching: it shows that the crossing without barriers is already there. Unlike the sign that announces in advance, this one marks the immediate presence of the hazard.

The cross stands beside the barrier-free level crossing itself.

What you must do

When there is neither barrier nor light, the checking falls entirely on you: the rule does not ask you to stop every time, it asks you to make sure no train is coming, and with poor visibility that ends up requiring a stop (RGC art. 96.2). That duty covers «no road user», pedestrians included.

Details that count

The series is read in pairs, with and without barriers (P-7 and P-8), and the cross P-11 has a variant, P-11a, for a barrier-free crossing with more than one railway track (RD 465/2025 catalogue). The duty to drive below the maximum permitted speed when approaching a level crossing comes from none of these signs but from article 95.1, and it holds whatever that maximum is. Like every class P sign, it warns and does not regulate: what rules at an unprotected level crossing is article 96.2 (RGC arts. 144 to 146).

What it is confused with

It is confused with P-8, the triangle «Level crossing without barriers». One sign announces in advance and the other says «it is here»: P-8 is proximity, the cross P-11 immediate presence. Nor is it P-7, which warns of a crossing that does have barriers or half-barriers.
